PLAN PASTORAL OF THE PARISH OF SAN MIGUEL DE ILAVE 1998- 2000
INTRODUCTION
Our parish San Miguel de Ilave, it is part of the ecclesial jurisdiction of the Prelature of Juli, that is located in the diocese of Puno. The parochial jurisdiction embraces the whole county of the Collao. She conforms the districts of Ilave, Santa Rosa de Mazo Cruz, Pilcuyo and Capaso; 19 inhabited centers and an approximate of 250 rural communities and partialities, with an Aymaran population of more or less 74.019 inhabitants. From this 75% live in the rural means. The city of Ilave, like capital of the county has a population approached of 25.000 inhabitants located in 25 districts, most of periphery and marginal.
We are a Church marked deeply for the historical reality of Andean towns, that for more than 500 years they live low systems of [marginacion] and exclusion. These, systems today, manipulated by the [neoliberalismo globalizante] of the modern and search-modern era raises [discriminante] the impoverishment of way [pauperrrimo] of the big majorities, mainly of the rural and marginal population of all the towns of our deep Peru. Oppressive situation that questions the mission [evangelizadora] of the Church and their ways of living the Christianity like option and commitment for the favorites of God- the poor.
For this reason, the pastoral team of the parish San Miguel de Ilave, in order to reaffirm their mission [eclesial] and [evangelizadora] in the whole environment mentioned of our parochial jurisdiction, he/she/it/you proposes, from a pastoral of group, [potenciar] and implement the Area of the pastoral of urban and rural in order to respond with efficacy to the concrete reality of our Aymara- population
You/he/she/it are tried to accompany and serve to the light of the word of God to the communities, organizations popular peasants and urban, districts and the town in general; so that themselves are agents of change and conversion in the arduous task of reminding the Kingdom of God in our Kingdom. This means implement spaces of integral formation, either to level personal [grupal] and community. This, in fidelity to the [compromise] that assumes our Church in the Vat. II (L.G.) Town of God, [solidario], prophetic and protagonistic in the construction of the Kingdom of peace, justice and love.
II ANTECEDENTS
Inside this general frame, the pastoral urban and rural has everything that conglomerate like place of action human that lives oppressive situations in the field and the city of the geographical suitable Area. We in her verified the following problematic to which we see like existential challenges that they need a pastoral urgent answer with urgency:
Economic--
In most of the rural communities the economic situation is [preocupante]. They are populations of first floor revenue. Their basic and urgent necessities are [postergados] constantly for the authorities of local, regional and national government.
The urban environment is eminently commercial but of informal character. A small percentage is devoted to professional works and the administration publishes. This denotes several levels of economic position, but the great majority is of low economic resources and almost without any acquisitive possibility.
Social
We verified a great [debilitamiento] in the popular existent organizations, either for the political manipulation of the systems of shift, the constant migrations in search of better conditions of life and the lack of collective conscience in the solution of problems.
To urban level, it is a population marked by three social class: the [pudiente], that of medium acquisition and the great majority of poor (families of marginal districts and without resources, [tricicleros], traveling. hard-working children. [Etc-])
Political--
The city of Ilave, you/he/she/it like capital of county have instances of several sectors of the administration you/he/she/it publish and private. Cultural--
For their commercial character, the city apparent little cultural tradition. It is a lost of Moral and ethical values, lacking identity, there is much indifference in front of their cultural manifestations what causes [paulatinamente] the lost of their traditions and Andean customs.
Religious--
The city shows the existence of several religious groups, they are already [fundamentalists], evangelical and/or of another nature. The Christian community, Catholic Church, is even the majority, but of a very passive formation and clerk of the clerical leadership.
In most of the communities note continually adult presence of sects [fundamentalists] and other religions, that they deny the manifestation and the religious feeling of these town constantly that for more they than 500 anuses live their Christianity marked by the gospel of love and the values characteristic of their culture.
Health

Agricultural

Education

On the other hand, in the city there is a great indifference for the study and the [superacion], by reason of the existence of night centers not adapted for the youth and the childhood. The proliferation of public establishments where alcoholic drinks are expended, more and more cause and but the alcoholism and the [drogadiocion]. For lacking work many parents of family leave their children in the abandonment and neglect their integral formation totally.
From all this real analysis of the rural and urban environment of the parish sees some potentialities to work to recover them. For example: The community value with which they even maintain their organizations to all level, their natural resources, the potentiality that exists in their leaders. The ethical values and marked Morals for their cultural situation, the natural medicine, their oral traditions, and all the instances of service.
This existent reality in the environment of the parish of [Ilave], for all the signal aspects and for another but, you/he/she/it demand us a serious commitment a [reformular] and [replantear] our work [evangelizadoa]. with the result that. the present plan has Objectives, approaches and you line of action guided until the year 2000. A Plan that leads to the pastoral team respond to the new challenges of the current world and to the expectations and necessities of the same men and woman of the Field And the city. Everything this with an eye toward being able to [insentivar] in this rural communities, and in the several districts of the city a serious commitment with their baptismal [vivencia] and [eclesial].
III OBJECTIVES
A) General Objective.
In the Frame of a, Pastoral of Group, the Light of the Gospel: Accompanying and serve to the population of the city, the districts, inhabited centers, the communities and rural [las'parcialidades], from the instances of action [evangelizadora] of the parish, in order to promote the formation and the integral development like urgent tasks in the construction of the Kingdom of God.
B) Specifics Objectives
Incentivar to the development of a Pastoral of Group from the rural and urban environments of the parish in order to accompany our town Like Church [inculturada], [profotica], [liberadora] and [orante], that they educate in the pursuit of Jesus, so that the people are able to develop and build future; in order to impel efficiently with Christ the history of our town toward the Kingdom of God (P 274).
Acompafiar to the popular organizations is already of the field or of the city promoting a Christian vision that values the dignity and the integral liberation of the man and of the woman.
Insentivar the participation of the children and young in the church, so that they take conscience of their Christian [protagonismo] in the construction of a just society, human and [solidaria].
Support and promote the agricultural production and the integral development in the rural communities, from a [perspective] of community work and [solidario], through Faces and the agricultural committee of the Prelature
Impel the organization of the Exciting Christians with a constant appropriate formation, so that they could respond to the new challenges, and that they contribute in the formation of Christian Committed Communities.
These objectives attempt, respond to a pastoral action of group inside the environments, rural and urban of the parish of Ilave, whose dimension is in answer to all them presented like antecedents. For that reason, next [explicitaremos] the theological sustenance in general for all the areas we then will detail the concerning to the urban and to the rural.
C) TEoLoGico SUSTENANCE
Our objectives, goals and tasks respond to the Plan that God has for all the towns, races and cultures. Plan that commends by means of the apostolic command to all the men us and women that we assumed the prints of the Lord freely Resuscitated (Mt 28, 19-20). Like local Church, we want to be faithful to the Church present in everybody that he/she/it/you from their beginning comes [inculturandose] in the several towns and cultures, offering the Mystery of Salvation and the life conduction for God to all the people, with the same affection, with which Christ united for their incarnation to the social conditions of the people with whom he/she/it/you lived together (AG 10).

PASTORAL DE FIELD
GENERAL OBJECTIVE
Accompanying and serve to the population of the rural communities from the instances of pastoral action of group, to the light of the gospel; in order to promote the integral development of this communities.
ESPECIFICOS OBJECTIVES
Promote and strengthen an alive Church, prophetic and missionary, from, their [vivencia] and cultural Andean identity so that their Christian [compromise] is authenticates and mature.
Contribute and [potenciar] the Pastoral of Group from Juli faces through their areas of social action. Giving to knowing the love of God towards the poor, respecting their dignity and looking for the integral development in their own communities.
Acompanar to the feminine organizations promoting a Christian vision that values the dignity and the integral liberation of the woman.
Insentivar the participation of the youth in the Church, so that they take conscience of their Christian [protagonismo] in the construction of a just society, human and [solidaria].
Support and promote the agricultural production and the integral development in the rural communities, from a [perspective] of community work and [solidario], through the agricultural committee of the parish
Impel the organization of the Exciting Christians with a constant appropriate formation, so that they could respond to the new challenges and that they contribute in the formation of Christian Committed Communities.
Strengthen the organizations existent [populates] in the rural means so that they are instances of [protagonismo] of the integral in the communities.
